Platform Engineer

Bucharest, Romania (Remote options available)

Qualifications

  • Experience working with concepts such as Infrastructure as Code, automation, build and testing of infrastructures (Terraform, Ansible);
  • Experience working with cloud native technologies, Docker/Kubernetes (bonus – management experience for Openshift);
  • Advanced knowledge related to Kubernetes (architecture, components, security, integrations, networking, etc.);
  • Knowledge of DevSecOps principles (pipeline as code), working experience with CI/CD type solutions;
  • Understanding cloud-native architectures (microservices);
  • Experience with Backstage, Crossplane technologies;
  • Working experience with Agile/CICD (Jira, Confluence, Gitlab);
  • Working experience with GIT (concepts, pipelines, projects, source control, etc.);
  • Promoter of the “everything as code” and “security first” working style;
  • Communication and collaboration skills;
  • Open to learning new technologies.

Education and Experience: 

  • Bachelor’s/Master’s degree;
  • Good command of the English language;
  • Good knowledge of the entire Microsoft Office package (Excel, Word, Power Point).

    Bid Specialist

    Position details

    What you will do:

    You will be responsible for submitting a finalised and competitive bid to an existing or potential client, on time and fully compliant with all bidding requirements and all public/private procurement procedures.

    The role covers not only the area of public clients (procedures based on the national legislation) but also the area of private clients – and offers support throughout the entire bidding and contracting flow, within the company.

    Key Responsibilities

    • Management of procurement procedures from publication on the National Electronic Public Procurement System (SEAP) / RFQ to the submission of the proposal / contracting;
    • Analyzes the documentation for tenders; obtains the right resources for the offer, communicates the response structure and deadlines to the management team, in  to allow the final proposal to be consolidated, in accordance with the documented bidding process;
    • Monitoring new trends and regulations on public procurement;
    • Preparation of proposals for review, implementation and continuous improvement of internal bidding processes;
    • Regular/ad-hoc analysis and reporting.
    • It provides technical and commercial support during the presentation of the offer.
    • Responsible for the calendar of procedures and the list of tasks to be solved, responsible for the daily management (project management) of the status of a bid; manages and solves the issues;
    • Monitors and reports on the overall progress of bids.
    • Preparation of the qualification file, according to the requirements of the public bidding contracts;
    • Maintaining contact with the authorities or with the organizers of the bids;
    • Representing the organization both in relations with subcontractors and main contractors during public procurement procedures;
    • Permanent monitoring of the regulations and qualification conditions for participation in public procurement procedures;
    • Interdepartmental collaboration in order to solve the problems occured during the bidding processes;
    • Support for sales and pre-sale for the preparation of technical and financial offers.
    • Daily monitoring of procedures on SEAP

    Qualifications

    • Advanced PC knowledge (Microsoft Office Suite);
    • Advanced level of written and spoken English;
    • Excellent organizational and problem-solving skills;
    • Excellent verbal and written communication skills;
    • Ability to manage deadlines with both colleagues and clients
    • Good planning and time management skills;
    • Attention to details;
    • Ability to communicate clearly and concisely.

    Education and experience:

    • Bachelor’s degree;
    • Experience working with the SICAP/SEAP system
    • Experience in the preparation of commercial offers and specific documentation for public bids and the contracting process.
    • Professional procurement course certification (is an advantage)
    • Experience in ITC&C contracts and/or projects funded with IT&C products and services components
    • Demonstrable experience of at least 3 years in preparing the qualification for procedures related to complex communication and IT services for the private and public sectors;
    • A good knowledge and understanding of the public procurement legislation in force.
